Behzad Barghi said tensions started when Turkey illegally doubled the transportation toll for the Iranian trucks and asked Iran to seal the fuel tank of its trucks at the border. Therefore Turkish trucks had to enter Iran with full tanks and didn’t have the right to refuel within Iranian borders.
