The initiative, which complements and reinforces the three resolutions approved on the issue in 2014 (No. 2139, 2165 and 2191) urges the parties in conflict to comply with their obligations under international law to allow the assistance to the population affected by almost five years of combat.
In particular, the resolution urges the Syrian government to facilitate the influx of transborder assistance and to take positively the requests in this regard, a Council's stand rejected by Damascus, whose authorities demand not to manipulate the issue to discredit the country's image.
Like in previous decisions and in line with a world call, the new resolution demands the end of the conflict as the main way to check the humanitarian impact of hostilities.
