After three months of intense fighting in southeast Ukraine, which has left thousands dead and hundreds of thousand displaced, Donbass rebels and the government signed a pact promoted by Russia, Germany and France last February in Belarus.
The agreement included the laydown of heavy weapons in the established areas and other measures to reduce the tensions, including the actions in Kiev aimed at amending the Constitutions and guarantee greater autonomy in insurgent territories of Donetsk and Luhansk, which rose up in arms against authorities following the elections after the coup in February 2014.
Over the last weeks, reports about Ukraine's violations of the Minsk agreement have been made, including the deployment of troops and the absence of political decisions that should be materialized before the end of the year.
The discussion at the UN Security Council shows once again the differences between the United States and European allies, and Russia regarding the conflict.
