Ali Shamkhani, who represents the Leader in the Council, addressed a plenary meeting of high-level Council figures and the Strategic Studies and Research centers. Shamkhani emphasized upon promotion of strategic thinking and centers of thought. “The decision-making body of the system should avoid cycles of feats of lassitude and administrative inertia; to identify elites and their capacities is crucial in deciding the priorities of the country,” he asserted.
