As revealed by Attorney General Loretta Lynch, the purpose of the proceeding is to find out if that security body has incurred in a violation of the Constitution and the law in the wake of the killing a year ago of the black youngster Laquan McDonald by a white police officer.

Despite the evidence in this probe, we will try to work with the local authorities, residents and officials to make sure the people of Chicago have the world class police department they deserve, said Lynch during a press conference in Washington.

According to the New York Times daily, the US justice already had concerns about Chicago, Illinois, but the investigation comes after Jason Van Dyke fired 16 shots at McDonald, 17, on October 20, 2014.

The day after the death of McDonald, the Police Department just issued a two-paragraph communiqué, and for months that was the only information the US citizens had about the incident. The situation changed in November this year when a judge ordered to make public footing showing the moment when Van Dyke shot McDonald, even after the youngster was laying on the road.
